<太田>
http://www.sankei.com/world/news/151017/wor1510170029-n1.html
As long ago as 1985, the two countries had already launched cooperative missile development, with Iran helping to underwrite North Korea’s production of 300-kilometer-range Scud-B missiles. Their interaction expanded in the 1990s, when Iran and North Korea began joint development of Iran’s Shahab medium-range missile, which is closely based on North Korea’s own nuclear-capable No Dong.
 Indeed, North Korea’s arsenal is the inspiration behind most of Iran’s ballistic-missile capabilities–including the Shahab 3 and Shahab 4, now in service, and its longer-range Shahab 5 and 6 variants, currently in development. And the collaboration continues today; the two nations are believed to be jointly working on a nuclear-capable missile of intercontinental range.
 The Islamic Republic has also relied on the DPRK for help with its nuclear program. In recent years, North Korea is known to have assisted in fortifying a number of Iranian nuclear facilities against possible preemptive strikes. It has also reportedly dispatched hundreds of nuclear experts to work within the Islamic Republic, as well as providing Tehran with key nuclear software.
 In a public sign of this collusion, a delegation of Iranian scientists was on hand during North Korea’s very public February 2013 nuclear test. The Iranian experts are believed to have paid tens of millions of dollars to the DPRK for a front-row seat to the successful detonation.
 Now, the Iranian-North Korean alliance is poised to take a major leap forward. Under the terms of the JCPOA, Iran will need to disclose key information regarding its military-related nuclear work to the International Atomic Energy Agency in the coming months. Once it does, the Islamic Republic will reap an unprecedented financial windfall, totaling $100 billion or more–equivalent to roughly a quarter of Iran’s total annual GDP.
 That money will dramatically increase Iran’s purchasing power globally, including its ability to pursue a clandestine path to the bomb. It will also make Tehran, already an important strategic partner, even more indispensable to the cash-strapped regime in Pyongyang.

http://www.taipeitimes.com/News/taiwan/archives/2015/10/19/2003630421
https://ja.wikipedia.org/wiki/%E6%9C%B1%E7%AB%8B%E5%80%AB

London has opened a chasm between its foreign policy imperatives and those of the US, which retains deep suspicions of China over issues such as cyber espionage and territorial disputes in the South China Sea. Washington has already complained over the UK’s “constant accommodation” of China following London’s decision to join the Beijing-led Asian Infrastructure Investment Bank (AIIB) this year. The fervour of Mr Xi’s welcome this week is likely to intensify US concerns, though Washington may reflect that London’s pro-China tilt is in part a consequence of its own judgment that the UK does not reside at the heart of European affairs.
 ・・・the size of the potential commercial opportunity is such that the UK is justified in rolling out the reddest of red carpets for the Chinese Communist leader this week.

 ・・・it would be a mistake to assume that there will never be a price to pay. Britain’s security remains deeply dependent on its “special relationship” with America. The US already accounts for 75% of the military spending of Nato — the alliance on which Britain’s defence policy is based. Other central features of British security policy — from intelligence-sharing to nuclear weapons — are dependent on American co-operation. However, if the UK undermines US foreign policy towards China — or simply adopts a studiedly neutral posture — the US government will certainly take note. And the next time that Britain faced a security crisis — be it in Libya or the Falkland Islands — it might find that Washington was rather less helpful and sympathetic than normal.
 The Cameron government needs to think about these dilemmas a little more deeply. In that sense, President Xi’s visit could not be better timed.

 The number of permanently stationed soldiers on the Continent has dropped by 35 percent since 2012, and the Army has reduced some of its vehicles, weapons and support equipment or and relocated it to other bases.
 The Black Hawk helicopters used in a NATO exercise at the training center here in August, for instance, were rotated in for nine months from Fort Stewart, Ga., General Hodges said. Bringing over more helicopters requires either the multiple weeks to bring them by ship or the extra money to bring them by cargo plane.
So he has to go borrowing.・・・
